3 Key Challenges Facing Cannabis Retail and How to Overcome Them
Understanding the Unique Challenges of Cannabis Retail
With the legalization of cannabis in Canada, a wave of new cannabis retail spaces has emerged – each with its own style, audience, and approach to design.
In 2018, Cutler developed an internal case study exploring what it takes to create a successful cannabis store design from the ground up. The goal was to understand the practical and creative challenges faced by newcomers entering this highly regulated industry.

Fast forward to today, our team has partnered with several cannabis brands, including Choom, Kiaro, and other industry leaders, to bring their unique retail environments to life. Along the way, and with many other projects completed, we’ve identified three consistent challenges that cannabis retailers face – and practical ways to overcome them.

1. Navigating Licensing and Compliance
Each province has its own framework for cannabis licensing. From documentation and site plans to strict visibility rules, the process can be complex.
For example, in British Columbia, cannabis products cannot be visible from outside the store. Applicants must submit detailed renderings, floor plans, and security layouts as part of their application.
Working with a design and project management team experienced in cannabis retail design ensures your space aligns with regulatory requirements while still expressing your brand. A knowledgeable partner can streamline the process and help you meet every compliance checkpoint efficiently.

2. Managing Delays and Leasing Challenges
Many jurisdictions require an active lease before a license can be approved, as per lease agreements – which can create challenges if licensing takes longer than expected.
During these waiting periods, retailers can use the time strategically. Cutler has helped clients adapt by opening temporary education spaces, pop-ups, or brand hubs. These creative solutions maintain community engagement and build awareness while waiting for final approval.

3. Building the Right Team Early
Opening any retail location involves multiple contributors – from branding and marketing specialists to architects, designers, and consultants. For cannabis interior design, this collaboration becomes even more crucial due to cannabis retail’s volatile nature.
Engaging your team early helps define scope, streamline timelines, and minimize unexpected costs. It also ensures that your space balances operational needs with a memorable cannabis brand experience.
